According to him, “labour” must be understood in two respects. The first, traditionally, is for skilled workers, able to control and use digital and automated machinery and equipment. The second, new, concerns artificial intelligence (AI) and robots with superhuman work capacities.

A robotic workforce

In order to minimize the impact of the epidemic on production, especially with regard to the shortage of workers, companies should digitize and make extensive use of the digital workforce. According to Vu Tuan Hung, this will help to minimize human power by replacing it with automated systems, robots and AI. These are programmed for production with high performance, without limits of time, culture, psychology, emotions…, and of course insensitive to COVID-19. This trend will be developed and promoted in the near future.

A 2019 McKinsey report, for example, shows that increasing automation can support recruitment and retain workers by creating new positions with better wages, opportunities and working conditions.

Today, the digital workforce is already playing an extremely important role, enabling businesses to be more proactive and flexible in adapting to natural disasters and pandemics similar to COVID-19.

Training still limited and incomplete

While the needs for digital human resources are urgent, the digital technology training capacity of training institutions in Ho Chi Minh City and Vietnam in general is still limited.

In recent years, despite the implementation of numerous policies on the development of manpower in information technology (IT) and the opening of several schools in this field, the megalopolis of the South must always do faced with a shortage of qualified personnel. However, digital transformation requires many workers trained in specialties related to computer technologies such as AI, big data, cloud computing, the Internet of Things (IoT), virtual reality (VR), augmented reality (AR), blockchain and three-dimensional printing. However, very few training establishments today have specialized courses in these areas.

Even specialties such as administration, commerce, digital marketing, digital data analysis, network management, logistics… are not at the heart of the educational policies of the country’s schools.
Most academic institutions training in the digital sector face many challenges such as the lack of teachers and infrastructure. In many cases, training programs are not sufficiently standardized.

The Dr. Nguyên Thi Ly, from the University of Social Sciences and Humanities (National University of Ho Chi Minh City), says that the southern megalopolis is a dynamic locality that quickly adapts to new technologies and has a workforce. of young work, coming from different localities. However, this generation also shows gaps in technical terms and knowledge of the digital transformation at work.

In order to accelerate this process, apart from investments in infrastructure and the implementation of advanced technical solutions, the development of the digital workforce meeting the requirements of new economic challenges plays an important role.

According to the thesis scholarship holder Nguyên Duy Vinh, from the Ho Chi Minh City Executives Academy, the southern megalopolis should synchronously implement measures to promote training and human resource development for the digital transformation. According to him, it is necessary for the city to clearly define the objectives, tasks and solutions to be achieved. It is therefore important to build and develop a human force specialized in digital transformation, a contingent of experts in digital technology to meet the requirements of local bodies, organizations and businesses.

At the same time, it is necessary to promote and raise awareness of digital transformation and digital governance among managers, teachers, civil servants and employees of key universities and pre-vocational training schools in the city. Emphasis should be placed on updating knowledge in this area
among teachers.

For Vo Thi Trung Trinh, Deputy Director of the Municipal Information and Communication Department of Ho Chi Minh City, the digital transformation of the southern megacity is divided into two periods, with a vision until 2030. In the n the immediate future, the city plans to focus on improving the awareness and skills in this area of ​​its inhabitants, its contingent of executives, civil servants and businesses.

Nguyên Huy Dung, Deputy Minister of Information and Communication, said that the future of each city and each country begins with its schools. The city must emphasize digital transformation in schools by developing digital universities to become the main training centers for digital human resources in the country and in the region.

In addition, experts believe that Ho Chi Minh City needs a strategy to introduce these teachings in schools. The municipal education sector needs to mainstream digital and cybersecurity skills based on open platforms to train the necessary skills of digital citizens early on.
