3STR: advantages and disadvantages of the new Pac control system

1er January 2023 will enter into force new Common Agricultural Policy (Pac) with among the novelties: the introduction of a farmer’s room for error during his Pac declarations and one real-time agricultural area monitoring systemsays the 3STR, which should ease the controls.

The principle of the new agricultural area monitoring system

In concrete terms, if the annual spatial declaration will still have to be made by the farmer on Telepacthe Pac 2023-2027 introduces the obligation for all EU countries to introduce from 2023 a real-time surface monitoring system, also called monitoring.

In addition to graphical parcel register (RPG) which sees the contours of the plots and the majority crop group (with one image per year), the 3STR is based on images Sentinel2 provided by satellite via the European program Copernicus. This new system only offers a 20 m resolution but it passes every five days, which makes it possible to follow the evolution of the covers.

This system coupled with artificial intelligence will verify the presence of agricultural activity on the land declared to the Pac, as well as the conformity of the cover with respect to the Pac declarations.

The advantage of the new system

Recognition of eligibility criteria for surface devices can be done automatically, without on-site checks.

The Pac declaration allows a better estimate of the amount actually paid and the farmer will be able to see if his file is validated on Telepac.

In the event of a discrepancy between the declared cover and those noted by the administration, an alert will be sent to agriculture by email so that it corrects his declaration without financial penalty, until the limit of the end of August. The alerts will be grouped by farm and by crop group (winter/spring then summer) to avoid soliciting operators too often, specifies the ASP.

How to correct or clarify your statement?

If he realizes that he made a mistake in his declaration or in the event of a crop accident, agriculture will be able to correct its declaration without penalty until the end of August.

If the artificial intelligence system fails to decide on a plot, contacted by the DDT the farmer will have to download the application for android smartphone and now also Apple, Telepac Geophotos and take a near and far picture of the parcel in question.

ASP controllers will still be able to carry out field trips as part of the 3STR instruction but “ it will no longer be a spot check “, underlines the ASP. The farmer will be notified of a move to his plots in the 15 days preceding it and the presence of the operator will not be compulsory. The controller will use a tool similar to Telepac Geophotos on the spot and take photos of the parcels causing problems and then decide on the cover or the agricultural activity. In the event of a discrepancy with the declaration, the farmer will be asked to make a modification to the declaration.

Disadvantages of the new system

The control system is not harmonized in the New Pac, several systems coexist. “ From 2023, we will examine the files entitlements to basic payments and rights to redistributive payments and the files ICHN (currently being tested, editor’s note) based on 3STR indications “Explains Véronique Lemaire-Curtinot, director of direct agricultural support (DSDA) at the Services and Payment Agency, in a video on the agency’s website. So thehelp with legumes, or to protein crops in mixed crops eligible for coupled aid or animal aid will not be affected and on-site checks will remain. The DFAC will not be affected in 2023 either, according to details provided by the ASP during a conference at the Livestock Summit. From 2024, this system will concern all non-conditional area devices.

The resolution of the Sentinel images (pixels of 20 m by 20 m) does not make it possible to measure surfaces and see small plots, it is a large-mesh analysis (unlike on-the-spot checks by remote sensing which used 50 cm accurate imaging).

If the application will be available offline telephone network (including in “white areas” specifies the ASP), sending photos will require a connection (in 4G or at home). In the event of major connection difficulty, the ASP emphasizes that the operator may delegate the response to a service organization or to someone they know who has a smartphone.

Conclusive tests according to the ASP

Before the implementation of the system in 2023, tests are being carried out throughout France in 2022. worked well », with few requests for additional photos.

At the Livestock Summit, however, farmers expressed concern about a possible “administrative bottleneck” in payment services for problem plots.
